That is a real let down especially since the justice system came out...what's the point if you can't murder by contract...etc! I guess I'm just going to have to wait for the next Elder Scrolls game by Bethsaida to come out 5 yrs from now...0

To answer the "what's the point" question; they wanted to get Justice in and see how well it works before adding TG and DB. ✭No need to stomp feet dude, it's coming. They just want to make sure it's done right, so Justice System came first. Hopefully it'll be among the first few DLCs that start coming out after this summer.
ZOS has stated, no new content will be dropping before the Console launch in June. Stay in the loop, then come back when it's implemented.
