Can only pick tier 1 Champion perks

Sorry if this is stupid question, but I can't seem to pick any Champion perks apart from the level 1 ones. For example, in the shadow tree I have 12 points invested. After investing the 10th one, the fortune seeker perk, which says it requires shadow rank 10, lit up, as if I could pick it. But when I click on it nothing happens. And yes, I do have points left to spend!

✭✭✭✭There are 4 perks you can increase and 4 than have only one level and unlock automatically at 10, 30, 75 and 120 points. You can't invest points in them, they just immediately take effect when unlocked.0
