Crown Purchases: Are they acount wide? IE: If I buy a mount on the NA server, do I have EU Access?

Before I spend a single crown, I'd like to know if my purchases will be available to both servers that I play or do I have to wisely spend my crowns on each server.

Crowns carry over from one megaserver to the other. However, all items purchased via the Crown Store are only available on the server where they were purchased. So if you buy a pet on the NA megaserver, it will only be available when playing on the North American megaserver. If you want the pet to be available when playing on the European megaserver, you will need to purchase that pet on the European server.

Of course, this means that for people playing on both servers the Imperial Edition upgrade now costs double what it used to cost...

Yes, you pick a server when you install the game, but by having a second installation of the game you've always been able to play on both servers with one purchase of the game and one subscription. This has always included things like the Imperial edition, explorer's pack, and the horse you could buy for $15. If you had those on one server, you had them on both servers (as well as the PTS).

Having crowns be subtracted from one pool shared by both servers makes the crown store version of the Imperial edition cost double what it used to cost for anyone who plays on both servers. I'm assuming that it will be the same for any DLC.

No I did not buy two editions of the game. That question only pertains to which edition was installed on your computer. If you go to settings gear you can change it to EU and it will install a second copy of the game for playing the EU server where your @account is already active. Hence my question regarding purchases if they were attached to my @Account or attached to the servers! The crowns are attached to the @Account name and can be seen on both servers. But according to Tristan anything purchased becomes server locked.

This one is hoping one can buy upcoming DLC from their website store instead that will be usable by account and not just by server!

Even if you don't want to play on both servers, having the second installation can be nice if you want to play around with the character creation to make sure your character looks just right in-game as well as in the creation screen. That way you don't have to worry about the deletion limits or anything.
