Broken VR14 Smith Writ

Hi there,
I do VR14 smith writs on 3 characters, but on one of them I seem to often only receive 1 trait material. After the amount I have done I'm inclined to think this maybe a bug? I'm aware of the RNG 'gods' but I wondered if @ZOS anyone could confirm this is working as intended.
Seems peculiar what out of the 100s of writs I have done at all levels, on all toons, in all crafts that only 1 character, in one type and level of writ has received this outcome.
