Be practical. If that weapon truly was the best in the game, then everyone would be running around with it, and the quest would be part of a mandatory grind to be viable.
On the other hand, if there was no reward with a story interwoven, you would have people who actually care for that kind of stuff(as opposed to, how powerful the weapon actually is) complaining.
There are simply things you could do in a single player game, but never in an MMO.

Love this idea. Except the quest should not be completely random, but instead you should be able to earn the quest proc by completing hard content. Similar to the Emperor title. There can only be one emperor per campaign, it's incredibly powerful and it's only for a limited time.
