Yes they did, there were multiple Threads calling out Catacombs specifically based on false rumors that some Players already had over 250 CP, which they didn't, but that didn't stop ZoS from destroying yet another valid way to earn XP.

And a little testing on my VR2 in Deeshan
- Exploration = 716 (0.18%)
- Quest Turn-in, 'Death Trap' = 3,742 (0.94%)
- 1 Maulborn = 414 (0.10%)
- 2 Maulborn = 828 (0.21%)
- Quest Turn-in, 'Nothing Left to Lose' = 3,742 (0.94%)
- Quest Turn-in, 'Death Trap' = 2295 (0.57%)
So far it looks like being <vr10 and questing is the way to go for CP.
I've noticed a lot faster CP gains on my VR2, and looking at a few numbers the mobs seem to be giving around 2x exp towards CP. That combined with quest turn-ins nets a lot more CP.
I really think it depends on the quests and how long it actually takes to finish them. Some quests are more time-consuming than others and in the time you do one of them you could have killed mobs to get more exp.
If ZOS does want us to quest and not grind mobs, they are gonna have to up the EXP from doing the quests. This doesn't help characters who have already completed all of the quests, though.
I assume the CP numbers are XP numbers in this?
Don't think anyone has 1000CP yet, maybe next week, but not this week.
I'm hitting about 80-100k per hour grinding. 320k? That sounds like a good spot better keep it hush hush
For questing, I'm easily making a CP per hour. So that's 400k per hour.. of course... once the quests run out it's back to the grind or roll another alt.
Repeatable content would be nice... even if it was just on part with grinding..so that we at least had some options. But if you're VR14 and finished Silver & Gold you're basically limited to Grind, PvP, or Roll Alts.
