Dunmer Passive Flame Talent Broken again in 1.6?

Hi there,
The Passive Flame Talent from Dunmer Race Line seems not to work on any kind of Flame Damage it does not give you more dmg in your Tooltip when you set points in it I just remembered earlier last year it was broken too then was fixed and now it seems Broken again i played not for a few weeks and due the new Distrubtion of the Skillpoints after 1.6 i stumbled upon it.
