Pickpocket Mobs?

There are plenty of human mobs, why not be able to pickpocket from them and not incur bounty yet still increase leger?

    no thx, since they all ready against you, and your bounty dont get raised when killing them, so there aint any downside if you made this

    Should be able to steal from bandits and not have huge bounties. Why not? Only makes sense. Heck, they should give you a medal if you steal enough from the Red Rooks lol.

    Contradiction is that many of these bandit groups run your local outlaw havens.

    So they will kill you in a second above ground but happily fence all your stolen melons and pumpkins when you get underground.

    Except that, we really need a "cool guys" part of the Justice system, even if it's PVE, because right now it's just a "Bandit System"

    Definitely yes. I find it odd you can only pickpocket civillians. Should be able to pickpocket anything that has pockets.

    Yeah, this could have been resolved pretty simply with the introduction of the Thieves Guild. I always like the TG's whole steal from whoever you want except the poor. Then you could pay the poor for information. There's a place in Grahtwood that runs this way sorta, minus the paying for information.

    I could go with this. I'm all for Greater Risk = Greater Reward and visa-versa. Much like Dark Brotherhood, the skills should used for good, bad, or some sort of agenda, not just bad. Infiltration, stealing intel, scouting, bringing resources from your enemy to strengthen you own alliance/people are very good was to use such skills. The game already has you doing this on some quest (Go to X find a letter from Y that tells you where they will attack next). Usually this involves much killing, which is fine, but thievery would add a nice option.

    A lot of the items you find pickpocketing and stealing in ESO are already those types of items. It would make much more sense that the heads of the alliances kinda look the other way about your stealing and murders because you would be doing the same for them.

    It is true there's no downside. I would just be an option for people to use the justice system for a "good" purpose without breaking the law. The "enforcers" that are supposed to come later will essentially being doing this anyway. The thing which could maybe be a downside, at least adds some challenge, is that since they are already against you there's 100% chance they're gonna attack if you get caught. It'd be like stealing from guards while you have a high bounty, except you could kill these.
