Mage staff or something else?

Hi,
I want to change my mage because in Cyrodiil I can be one shot sniped with my light armor (and this happening me too much).
My first idea is to craft me the seducer set but in heavy and then I was calculating my skills and I realize that I will use only my Dawn's wrath templar skills + unstoppable in PVP.
So then I was thinking why should I need then a Staff if I will not use any skill?
Fire staff is ok if I would use the knock back skill, maybe the frost staff to snare enemies with heavy attacks, but then I was thinking, ok but I can use also a hand+shield, enchant this two pieces with what I want, and also I would have more armor and 1 more piece of a second set. The only minus is that I would not have any range autoattack.
The other idea was use simply a resto staff, magicka recovery, more heal in fights, etc. Not bad, very potencial.
I'm wrong thinking this? what would you do in your opinion?
I know I'm not gonna be so efficient with magicka and my damage would decrease, but I did my numbers and that would not be such a big difference. The thing is that I'm not to much sure which weapon use, because actually I'm not very good informed how destro staff works.

What do you want me to say with this? xD
That yes hand+shield works?
Seems pretty logic... I can't teleport with my templar, but I can use hand+shield with my dps build and with my second, that is healer, use a resto staff.
