@danovic - I've had this happen to me while using nothing but instant cast melee stamina abilities.
Unless this supposed silence mechanic stops even stamina skills and can be used when the player is not actively charging/casting/channeling a skill, then I highly doubt it.
That said, I haven't experienced this bug in many months. I didn't even know it was still around until this thread. So, maybe what I was experiencing and what users in this thread are experiencing aren't even the same thing.

This is a really infuriating bug in part because it's been around and more importantly REPORTED several times since Beta, and ZOS obviously either can't or won't fix it.
Since no one has mentioned it yet, to quickly get out of it, just go into a menu and escape out of it.
EX: Hit C to enter character screen then immediately hit Alt or Esc to leave that screen.
Your abilities will begin working again... for now...
Oh and the fact that jumping in and out of a menu leads me to believe that this is not a silence spell used on our character but a definite bug.

Pardon, but I'm quite sure I do know what I'm talking about. Even disregarding my fair experience with network and client-server technologies and action prediction methods used in online action games, I can still say that I have experienced the skill-lock problem before, as well as the intriguing server disconnect I mentioned in my previous post which I mentioned felt similar to the issue. I said it could be lag, and that much is true.

I had forgotten about how the menu-spamming tended to fix the issue. I also recall a lot of people early on after the game's release suffering from the problem when using certain channel abilities, such as Flurry from the DW weapon skill line.
I know this game uses animation lock and priority... I wonder if animations of certain skills or actions sometimes fail to register as complete, and the animation lock stays in place. It's possible that, at the same time, the game is unable to cancel the animation either due to or despite its priority. I mean, many people suffer this problem from skills with high animation priority, such as channel skills (consider: you can't block during channels/cast times, can you? And block has an extremely high priority) and animated actions such as mounting (which also takes priority over even blocking - I recently had the issue after mounting, myself).

Shrug it's not lag. The description isn't anything like typical lag experienced by players. These aren't some nubs wondering about why they can't switch their action bar during a Zerg. They were pretty specific and "lag" is just not part of that picture. "extensive experience" or not. But hey. Luv u man. No worries. We're all just talking here.
Here is the thing. I could still move and actually avoid being attacked by using terrain. Additionally everyone else continues to move and their attacks are just fine. It's not in the least like lag where you sit there and nothing happens and then you end up dead. it's not the same kind of lag one experiences when their action bar doesn't switch. Additionally pulling up a menu tends to fix it. Why? Cuz it's not lag. At least the second part of your post is sniffing up the right tree.
