Non-Vet Battle level

Is the non vet battle level a permanent thing or will I be able to play my character the way I want? I understand the gap between lvl 10-49 is a large gap but a set amount of stats is bogus.

In the esc menu settings you can choose to turn it off if at some point you feel your base stats are better. You have to be outside Cyrodiil to change the setting.

once you get to the mid-high 40s, turn it off.
