Rejoined the game after a break, make a new character, tried to go back into my starting house, but it seemed to be locked, so seeing all that I had on me was a lock-pick so I tried picking the lock, next thing.....
Next thing without warning, I am a fugitive getting killed every five minutes. I have no inventory, no money, the bank won't deal with me. All I have are the rags that I am wearing, and I can't play the character I spent a hour creating.

What are new players going to make of this, never mind returning players?

    There is a justice system now. What city did you start in, did you maybe go back to the wrong house?

    "Your" starting house wasn't yours. You picked the lock. You broke the "law". Now you must pay either with a pound of gold or a pound of your flesh.

    Point of the story: Don't pick locks unless you're ready to face the consequences. 'Tis Justice.

    Protip: Unbind the key to steal if you're not interested in stealing.

    Hey there, @Misty. With Update 6, we implemented the Justice System, which is why some previously open houses are now locked. Various actions like pickpocketing, breaking-and-entering, and attacking NPCs/livestock will now earn you a bounty and heat, which is why the guards accosted your character. Rest assured that if your character behaves lawfully for a while, your bounty and heat will decrease and the banker will speak with you again.

    I didn't know, it's been months since I last played the game . I thought it was strange having to pick the lock of my starting house, but as you say, I was at the wrong house (Daggerfall) .
    I would have payed the fine, but I had no money. I want to be lawful but some bounty hunter keeps killing me, so do I leave it a day or so before I log back in?

    You should have only generated an 86 to 180 gold fine for B&E, not a death warrant.

    This will go down over time, and you can hide in the Refuge (look for a trident star looking icon on the map in town). In the Refuge, you can pay the fine for a reduced amount. Also, the banker in there will talk to you.

    One thing you can do, if you can avoid the guards is to steal a couple of green items and fence them in the refuge. But it sounds like you somehow jacked up your Bounty so your KOS (Kill on Sight)

    Hello @Misty,

    You could also try leaving the town and going out to kill some thing in the area. Look for merchants wandering the roads as you can vendor items with them to help get your gold up and then sneak into the city. Look on the map of the city for a Trident symbol. That's the Refuge where you can safely go in and talk to a fence to sell stolen items and also pay off your bounty. This way you don't get killed by the guards over and over again.

    In answer to your question, yes logging off for a bit will help. Bounties decay over time. You could also start a second character, if you don't mind playing alts, while you are waiting for the bounty to go down,

    I still don't get this "My Starting House" thing...

    Was this something you used in previous characters? Some kind of logout/login location or a free loot area that got you stuff to sell/use?

    Just wait it out plus ZOS - There should be a tutorial for the justice system or at least tell them they can turn guard hitting off. Something to let them know before having this problem

    Starting house (where you are appearing after tutorial was complete and you jumped to the teleport) is never locked. It is free as well as everything in it. I spin out new alt after update 6 in DC and I can assure you that it is open and free. You probably go out of the house and forgot which one was yours. Wait some time and bounty will decay.

    What happened to me was that I inadvertently stole something on a mule alt in the Daggerfall bank. I went to click on the clerk and clicked on the desk instead. Then misfired my key for closing the loot window and took whatever it was (probably out of habit of taking stuff).

    The guard in the bank there immediately responded and said I needed to pay the fine. I had no gold on this alt, but I had gold in the bank. I couldn't pay the guard the 10 gold or whatever it was so he attacked me. I rezzed in the bank and was now notorious. The banker wouldn't talk to me, the guard killed me again. I rezzed at the wayshrine.

    I just needed something off of the alt for my main toon and now I can't deposit it or even walk around town much as I'm kill on sight now.

    After trying to sneak a bit and wait it out, I got killed again. Finally I asked someone to email me some gold. They did, I paid the dumb fine and all was well in the camp again. It was annoying at the time, but funny looking back on it. What a way for @Misty to come back to the game!

    2 Aletheion - simplest way to die and resurrect on the wayshrine and after that go to the fence. You have bank there where you can do whatever you want.

    Your bounty will go away in 10 minutes of in-game or out-of-game time. Also, you can just sneak around the city very easily.

    Yes, it's fine now. I ran out of town and got a ship out to my first mission area and all seems good. From what I have seen so far they have polished the game up very nicely, not sure about this justice thing though, it nearly had me rage quit, but I am glad I didn't.

    Thanks for all of your tips and help guys, it has helped me catch up on whats going on, very much appreciated.
    I forgot how good this game is. :)

    Make sure you go into settings and turn on the option that prevents attacking innocent NPCs on accident. Pretty much also be mindful of any smart heals, or AoEs in general, and try to limit casting inside cities.

    If you are facing the bank in Daggerfall, turn left 90 degrees to go towards the nearest gate.. stop before the gate...and the last house on the left (opposite side of the street from the bank, just closest to the nearby entrance) is the house that doesn't require lock picking and is indeed the starting house for DC.

    Bounty decays at 450g/hour, so if it happens again and you have no money, just quest out of town for a while. Don't go near banks, there are usually guards inside. Use the banker and merchant in Outlaw Refuges instead (there's one in every major city).

    At first, I wasn't in favor of this Justice System, I like to loot everything as I go and this was the main driving reason why I love ESO but I don't like the bounty or getting killed.

    So...... I commit my first crime in Rawl Kha, testing my new built and spam my breath of life skill and bam! I accidentally healed a refugee running away from the town Guard who thought I was his accomplice and I got killed right there and then. I didn't mean to do it, I was forced into crime ....and now I am a convert... I just love the Justice system. I make sure I commit my crime and stealing and killing near midnight, so I can log out and sleep. When I log in next day, most the time my bounty is gone by then.

    I really wish they would change that and make bounties tick down only when you are in-game.

    If that made you rage, wait till you try to pvp and get lagged to oblivion, or get 1 shoted with snipe, or have a sorc 2 shot u with overloaded light attacks.

    No we do not have houses for our character(s). The OP refered to the house your character starts in after the intro-tutorial.

    I do not know if the tutorial has some warning that a Justice system exists and thus that it is at ones own risk to perform activities that could be seen as criminal in populated areas.
    Nevertheless the assumption of the OP concerning what he/she was doing was incorrect; no point in the blaming the game for ones own incorect assumptions. I have made numerous (and continue to do so), but always was annoyed more by myself (for not paying attention) than the game.
