Hollowed City in Coldharbour doesn't care about your bounty. You can still go there to sell in guild stores, buy riding skills, and other things that you can't do in regular cities with a bounty.And so did many brave men, women, and beast fall to the end of Beta, never to be heard from again. AltDeLeet✭✭Legerdemain level 13 here and the fastest and least risky place I've found to level this skill set is in Daggerfall/Glenumbra. Head to the docks in the northwest and board the ships docked in the harbor. There's lots of loot on-board the ships (enough to max your fencing sales and launders each day if you raid all of the ship levels) and I think there's only one NPC to worry about in the middle ship on the top deck.
