Everyone in Rawl'kha says the Enlightenment system is just broken, and that many people have never received the buff at all. Could this really be so?

Sorry if I sound jaded, I absolutely love the game and all the new stuff. I have just been dealing with one bug after another lately and I guess I'm sort of on a short fuse in general.
Am I doing something wrong? Is this or is this not supposed to be on a 24 hour timer regardless of what you do?

The most important thing to remember about Tamriel Unlimited's virtual currency system is that we're not adjusting the base game—it will be exactly the same game, with the same leveling pace, experience point gain, user interface, etc. that you have been used to since April of last year. We're adding customization and convenience items in the Crown Store, but those will be added to the game as it is now; we're not going to make it harder for you to enjoy the game you already play to encourage you to use the Crown Store.
I know there's some concern and discussion around what types of items you'll see in the Crown Store in the future, and I want to stress that our philosophy of convenience and customization will always be used to make the determination of what goes into the store and what doesn't. As such, I can tell you that we'll almost certainly have experience boost potions in the store at some point, as this kind of shortcut (spending less time to gain experience) is classified as a convenience. We're still discussing what convenience items we'll also make available for purchase in-game with gold. Nothing is defined yet, though.
As I said the grinders will defend their gains anyway they can, call it what you want, but if you have to only kill certain mobs in a dungeon, not compete said dungeon, log in and out to reset the dungeon, and your enlightenment. I would call it an exploit, or at the very least abusing the system.
Don't blame ZOS grow up and take some responsibility for not following what the game designer's entended.
Stop loging into alts.
