Why are guards unkillable?

Surely we should be able to kill a guard, at least with the help of someone else? Only that way our bounties will go up higher and higher. Right now if you get caught, paying the fine or running seems to be the only option..

Why does everyone have such a problem with killing guards. Pretty sure ZOS made a sneak button, if only I could see the giant analog stick.

If you can stay out of the guards way, you will be fine. Anyway just pay that crippling 40 gold bounty. I'm sure you'll get it back from slaying some enemies.
