Download for 30+ hours, still hasn't finished

It will download at 500kb a second, then slowly go down to 0 and stop.
I have to constantly pause and resume it.
I have my router on no ports blocked.
I have my firewall and virus scanner with exceptions for the laucher and eso executables.
I've followed all the steps that I can find.
This happens every update, but usually they finish overnight. However, this update is the largest yet.
If you can't manage to make a patcher that works, can you at least offer a download file, because I've never had problems and easily download from other sites consistently at 1-2 mbs at a time.
I understand that there may be many people concurrently downloading, but looking on the forums I see I'm not alone here.

Grampa_Smurf✭✭✭I turned off all my firewalls and virus protection put my download settings to 10000MB/s in options and went from 800-900kb to 4.5mb and downloaded it in 1 1/2 to 2 hours. It toped out sometimes at 30mb - 40mbEdited by Grampa_Smurf on March 5, 2015 3:44AM

Grampa_Smurf✭✭✭Was wondering if you changed you download speed to 10MBps, press that cog wheel at top right of Launcher next to the min screen and the X to close launcher, scroll down to bottom where it said Maximum Download and change to 10MBps, that's all I did and it got better not perfect but a lot better.

Comcast is notorious for boasting high speeds, but for boosting speeds only for the first (x) period of time.
If I pause for a second or two, and resume. I easily get 2 mbps.0
