If you want health regeneration at Stage 4 though you're probably playing a build that is suboptimal. I think you'd be better off supplementing your health with other abilities/heals and fuel those heals with magicka/stamina. I know this is probably not what you wanted to hear.
If it's strictly RP purposes then go for it. I don't see the harm. It's definitely a gimped build from just conceptualizing it but if you're having a blast with it then by all means go for it.

I figure if things get close, I have Soul Tether heal as well as using Mist Form to reduce all damage and while in Mist Form I suspect I will still recover HP since it is not a healing spell or HoT that Ia m relying on to recover HP.

You'll want to double-check this before you decide.
Health Recovery is weakened by attacks such as Lethal Arrow or Reverberating Bash which reduce the target's healing taken, so Mist Form may interfere with it as well.
Look at it from another perspective. Lets say you could get your Health regen up to 2K (I don't think that's possible, but I'll use it as an example) that means you are receiving 2K health every 2 seconds, which is lower than Rapid Regen on a decent Healing build that doesn't stack +Healing done or Spell Damage. Now the other side of the coin to understand is that the Health regen debuff that Vampires have is a % of your total Health regen. The more you stack the harder it hits you, value wise. Another thing of note is the Passive Unnatural Resistance is still broken for some Players, like me, even though we've been reporting it since shortly after launch and ZoS has tried to fix it repeatedly.
