I agree with you, don't think it matters, although i'm not sure you can turn your particle effects all the way to zero?
Well with tomorrow's patch, most npc becomes targetable and killable. So spamming abilities in populated area will equal to a quick smash in the face by the guards and a swift repair bills.
I don't think a ban for using in-game stuff is needed.
Awesome but since they will no longer be able to generate ultimate points by casting spells out of combat, there is no reason for this behavior and they will be considered griefers. Then we're back to the OP's suggestion, which is reporting and banning them for griefing.

i suffer from migraines triggered by light, sound, and smell. spell particles have always been a bit of an issue. i need em to track spells, but hate them in raids and in towns where people spam em. i don't think its a bannable offense though, ill let ignore take care of that, but there are those that also suffer from various forms of epilepsy, that can have some issues from the bright flashing lights. i hate the bright flashing, huge aura, aoe bright lights. the noisy and other wise just obnoxious i just ignore.

there is a particle effect slider in your options bar that can be set to 0.

There is a toggle for this in the settings. You can choose to turn off damage to NPC's to avoid "accidentally" attacking them.
What they need to do is disable all magical effects, summons, and pets inside of banks, crafting areas and other public indoor places that have kiosks that players use.

Actually I asked CS in a ticket a while back for clarification and the person who responded said that spell spamming was a violation of community rules. Doesn't impact gameplay or functionality at all, and people do it for fun with each other randomly, not even counting roleplayers but just normal mmo'ers. People doing something they like and you don't isn't griefing, it's called an online game. You have a remedy if you don't want to see spell effects in the options menu already. Asking to inhibit others' enjoyment when no harm is being done is the real griefing, here.

This is a total miss use of your char abilities and a BIG pain for most all in the area.
This to me is the main reason for no dueling anywhere. In any game that dueling is aloud you have the same constant spamming of abilities.
Thing is, there isn't any dueling just peeps that like to spam, I would push for account ban or some such penalty to the account that has a player
doing this in a crowd.
There needs to be a stop to this asap
