CP are basically the new progression for VR characters. The fact that they are account-wide and can be spent on alts who are level 1 is intended to be a reward for players who have put a lot of time into level 50+ characters, so that leveling an alt will be a less painful process for them, as they will have access to more abilities. The characters below 50 are already making very fast, meaningful progression on their own, though, so having them also earn CP while leveling would be somewhat like double benefiting from that XP.

That's my belief of why it's structured the way it is, anyway.
