Whatever Happened To Higher Home-Campaign Transfer Costs?

I remember back in the beta, ZOS came out and stated that they were keeping the "15,000 AP to Switch Home Campaigns" at a low value for the first few weeks so players could get settled with their friends, and determine where they wanted to be. They were then going to raise the AP cost to switch, by a factor of what was then understood to be 10.

What happened? That 150,000 AP to switch campaigns would go a LONG way to solving a lot of population imbalance and campaign-switching issues that plague every campaign. If you want to play with your friends, you still have the god-awful Guesting system and the "Teleport to Player" mechanic (which I absolutely loathe and think is horrific design) - but change the Home swapping cost already, it's been a year now!
