We've had infinite loading screens since day 1, and they have never been fixed by ZOS. In fact, I'm not even sure if ZOS has acknowledged that it's a server-side issue, considering that they've only mentioned that it could be a client-side issue (your computer is too slow to load the content!). The loading screens in Sanctum aren't any different from other loading screens, including the one in HR right before the boss.
The other explanation is that Sanctum needs a few hard bosses, and the loading screen boss is among the harder bosses in this game.

For me, at least, if it doesn't load within 15 seconds, then it won't load ever (or not within 5-20 minutes at least). So if it doesn't load in 15 seconds, I always restart game.Waited 5 min, nothing. ALT+F4, return all the way from way shrine, and the loading screen wasn't even 1 second then, didn't have enough time to even render the whole screen before it popped me into the next phase...
