Potions still not stacking correctly in 1.6.4

It has been reported by a user in Attorneyatlawl's thread (see comment http://forums.elderscrollsonline.com/en/discussion/comment/1585678/#Comment_1585678 ) that Potion buffs are still not stacking correctly. This is a major major nerf to potions.

    True. But actually its also not that bad. You can just use Tripods and still get all bonuses. So in worst case you can pop em and also get HP. I wouldnt mind if its intended the way it is right now on PTS.

    Potions give you the same major buffs that you can get from various skills. Because of that those buff effects won't stack, simply they overwrite any similar active effect with their duration.

    However while using a potion you don't need to apply the same buff from skills so that gives back some DPS and resource. Crafted 3-potions, like Spell Power gives you major buff effects (magicka regen + crit + spell dmg) for 40.3 seconds (if you have the Alchemy passive Medicinal Use maxed). That is a nice change cause it means you can have 3 major buff up pretty much all the time just buy drinking a potion, freeing up your skill bar for something else. Can lead to interesting builds.

    Or can use the hp+mp+sta 3-potion and get a nice regeneration buff to all stats, without overlapping any of the mainly used buff skills. Remember that potions have a 45 seconds cooldown now, which means you need to use less, saving you money on the longer run.

    It's not a bug but I don't like this design choice at all.

    1.6.3 patch notes said that they fixed that (so that potions would still work)

    From 1.6.3 patch notes:
    "Fixed an issue where potion buffs were not being applied when you had an ability active that applied the same buff."

    It does not say that these buff should stack (gotta love the lack of clarity in the statement - confirmation would be nice from @ZOS). My guess the issue was that the potion buffs were not applied if the same buff was active already, even if the potion would give a LONGER version of the SAME buff. At least it works that way now.

    For example if you use Entropy it will give you Major Sorcery for 12-14.4 seconds (+20% spell damage). Drinking a Spell Power potion 5 seconds later will give you the same buff (+20% spell damage, not stacking) but it will last for 31-40.3 seconds, extending the buff for longer. Alternatively you can remove Entropy from your skill bar and use potions only, as the skill's main benefit is the Major Sorcery buff. Might not be feasible for all times as you don't want to waste crafted potions on trash mobs. But for trial bosses or later DSA stages where you'd use quality potions anyway, it can give you the option to use an extra, more specific skill for the fight.

    I believe the issue was that if a potion was giving a buff, and you already had that buff, then the potion could not be used at all (trying to use it did nothing, no potion consumed, no effect applied). Since potions usually give multiple buffs, this prevented you from getting the other buffs (the ones you did not have yet) from the potion.
