1. How is battle leveling going to work in Cyrodiil ?
Taking you to level 50 is meaningless if the guy you are fighting has 3600CP points.
2. How are you going to scale PVE and PVP for all ?
1-50 characters with 3600 CP will find any content be it PVP or PVE much easier than someone with 0 CP.
Scaling everything to suit level is one thing, CS scaling is entirely different.
Who are you going to appease with regard content difficulty, the Newcomer or the Veteran ?
