That's what happens if you just follow datamined trails.
The books you mention were indeed missable at the beginning, but they can now be found outside the quest locations once you've finished those. For example, most Fighers Guild halls will have a few books on their banks, shelves, etc. that were usually found during the Fighters Guild quest line.

Anchorite Log, and Taxation are bugged. You can interact with the ones outside the Harborage, but it causes them to vanish without being able to read them or add them to your memory.
Also, at least for one of my characters, A Plea for Relief is bugged, and can't be added to Eidetic Memory.

Hopefully they will fix the bugs of the Eidetic Memory, expand its features and implement housing so that we can have bookshelves that fills up with books as you gather them to complete the achievment.
There is no achievement for completing it though.
Okay... I don't understand. @Muadyb Howw do you use ESOHEAD to complete the eidetic memory? I have no option to toggle pins on / off for notes.
