This means that you have:
1 clear water in your bag and 16 clear water on your bank account.
The same goes with meat: you have 54 in your bag (inventory) and none in your bank account.
Bag is displayed when you press "I", it's your inventory. You can access your bank account in most major cities (it's marked by chest icon).
Items don't have weight in eso- they just take up an inventory slot. If you can only hold 10 items in your bag, then you can have only 10 different items. But most items stack in the game, usually in stacks of 100. So in your bag that can only hold 10 items, you can have 100 worms, 42 jute, etc. Items that don't stack include weapons, armor, looted glyphs, siege equipment. But the crafting mats will stack.
Bank and bag space does not depend on weight. Armour, weapons and similar takes up one space per item, whether it's a two-handed sword or a dagger. 100 iron bars takes up one space, as does 100 diamonds. So weight is (at the moment) irrelevant I think and therefore not displayed.
Many materials will stack up to 200 with update 6. Currently only runes can go that far.
You can increase inventory space up to 110 slots through backpack upgrades, with up to 60 additional slots if you're using a horse with inventory upgrades.
