More importantly, why do you want to keep promoting the (mistaken) impression that this game is about a race to max level? It's never been about that, and players who have fun while leveling their characters tend to be the ones who stay around. I see no reason to think that people would leave by level 20.

many things are not available on low level, and for some(non grinders) it may take very long time to reach lvl 50, maybe too long to unlock some fun features of the game.

yes they would be able to earn coins faster than leveling from scratch(this is a potential new player vs old player balancing issue, would help rookies a lot tbh) but still this char would never be real end game, hence no access to CP/crafts/XP/AP, you'd still have to level true character for all that.No. This is pretty much exactly the same as being able to buy a level 90 character in WoW.
On the PTS it's fine because it's a good way to let people test things for end-game and find bugs and balance issues that wouldn't be found otherwise.
On live it's a terrible idea, because it gives everyone an end-game character that they would actually be able to use in PVP or trials or whatever without having earned it. Even if you make the gear that comes with it bound to the character, you still give a brand new player the ability to go out and acquire end game gear and earn a ton more gold than they can do at low levels.
Let people progress through the game normally. If they really want to try stuff out, let them use the PTS for it. That's what it's there for (in part)

Okay, so I disagree because - If you played one of those "templates" what would be the incentive to go back to lvl 1 and work your way up? People would just play with it till the "disadvantages" got too annoying, then they would start begging to let them buy it for real. And guess what...ZOS would see $$$$$$$$ and in it would go. Now, who really got cheated?
I get your premise about trying to entice new players, but I seriously think this is not it. I can't think of a better way to accomplish your aim, so I won't try. But I do want to finish this with another NO. (Not trying to goad ya either)

Okay, I will run with this. "3vs3 or w/e...kind of LOL style"...If I went to the PVP area, got grouped with these LOL style, no skill having maxed characters. I'd lose it. Drop group, probably run my mouth some. Those people just had their day ruined and mine. Resentment ensues. It goes downhill from there. (I am being polite and honest here. Actually, the result would be way worse) So what, block them from running with "real characters"? So make them their own area? This makes no sense. Be honest. If you waited in queue for say 20 min, got grouped with these templates, got mauled right away cause they didn't even have skills equipped, how would you react? (Remember, be honest) Maybe not the first time, but how about your whole 3 hours of game time spent dealing with this. Not my idea of a good time.
Your premise is okay, but now I think you are going way to far down this road. Last post for me, because I fear what the bump may get me.
