There is small addon @ESOUI which corrects this problem, cant remember the name though but works like a charm
In case of shields overlapping each other, this being optional, simply turn the thing off and they wont do that again
In my opinion.. The whole weapon change "animations" or "loading cached graphics" when using exact same weapons in each slot should not happen in the first place.
I disagree about the very little payoff @nerevarine1138 . In video games a lot of payer immersion is made up of little things that together add up to being such a bigger deal than they are individually. Adding this might be the one thing that makes that player become overly impressed with ESO and will make them want to return.

Or more alternate weapons... I for one would love for my sorceror to have a choice between staff, wand or runestone for destructive magic... or my nightblade to replace her bow with a crossbow...
The main problem about this is that you would not able to tell which weapon you had currently equipped, since your skill bar is not visible when not in combat. You would have to open the skill ui to know.

I will bring this old idea back to the table after i visited Skyrim a bit and still loved "Armed to the teeth" mod...
I think players should have option to see both weapon sets they have equipped, at least on client side.
Would make sense to carry those items somewhere.. One biggest reason for me having same weapons on both sets is that i hate stuff that poofs out of nowhere.. I think if i have a bow, it would make sense to have daggers as close encounter weapons but i just can make myself bear the visual lack of those items missing until they poof out of somewhere.. Shield and sword, would make sense to have dagger as spare weapon.. Or 2 hander in the back under the shield to carry that massive blade somewhere..
Clipping issues would exist for sure, but i think it has no bearing on this as players could use their own discretion to either show that other weapon or hide it...
