quest "chateau ravenous rodent" says lvl21, baddies are 33

my quest says that it is a lvl 21 quest but when I got inside the baddies where lvl 33. this also happened with the quest before that on same line.

I am wondering what is up with this I have logged out and no luck. I cant go around it because its part of main quest either that or is maybe the mages guild quest. why does it say lvl 21 and why are the baddies lvl 33

The fighters' guild and mages' guild quests scale to your level, but the enemies don't actually scale down below a certain minimum level. They will scale up indefinitely, though, as far as I know.

Indeed, that's how it is. The quest scales up, not down. Mages and fighters guild quests are still the level they were before the scaling at minimum, only upwards there is no limit... so the first map quest is still level 8 minimum, the second map quest level 18, the third map quest level 23, the fourth (like the chateau) level 33, and the final map quest at level 43 minimum.

And since they start when you finish the prior quest, you can run into something a bit too tough if you trust their percieved level and don't remember these I just stated... (most are not so tough they can't be done a few levels below minimum, but... there is a limit... as you found out I would think )
