Well the Dev's said that the target is 1080p/30fps, because of the 30fps, I believe they should be able to hit that target on the Xbox One. The real question will be stuff like draw distance, foliage distance etc. There should be no reason they cannot hit 1080p/30 fps with mid-high draw distance, some AA and AF etc.
But who really knows and who knows how well the engine works on the next gen platforms and how good the dev's are at taking advantage of a closed platform.
