Cyrodiil Achievement bug?

I've been doing the quests in Vlastarus for some time now and the quest "For A Friend" never comes up. I know this has been posted before so I know it is an issue. Anyone else have a similar issue or a workaround?

✭✭I got the achievement 2 weeks ago, so I doubt it's bugged. I don't recall the specifics of the quest "For A Friend", but there was one quest giver with several conversation options. KudnaBeefhooked✭✭✭I have been there each day over the past week. Each day I speak to Jurana (the NPC in question) accept which ever quest she has and if not the right one, abandon it and speak to her again and accept the new quest. They seem to cycle through the quests. Never once has "For A Friend" come up. I have also done all her quests until she has no more to give me for that particular day. There must be something I'm missing - as in a lead-in quest. Other quest hubs I have done have all the quests with none missing. So, in deference to your assertion, yes I believe it is bugged.0

✭✭✭To get the Achievement you don't need the outside quests. For vlastarus there are 3-4 outside quests that lead there though.
I had same problem for Weynon priory not updating when i did all quests.
I solved it by doing all the quests until nobody there had something to do anymore. Then i went back next day and did it from start all quests and then it worked for me.
I think it bugs when you skip one in between.
Also check the houses for quest givers. I think there is one in Vlastarus but i am not sure.٩(͡๏̯͡๏)۶
