I am getting this info from here: http://www.thenoore.com/forum/m/9238254/viewthread/11529908-tips-i-wish-id-know-when-started-eso

41. You get upgrades to stamina, magicka and health at every level even if you never put points into them. So for efficiency it's a good idea to put some class skills that use magicka and weapon skills that use stamina so you can make use of both pools. At least early in the game anyway.

42. You only get one point to spend in one magic/health/stamina tho. The increase in pools of each are just because you are a higher level character and skills cost more of each. Its not related to how much you use each one.

Can you gimp your character by not putting points into skills early on? I played RF Online years ago and if you did not use certain skills/weapons from the early stages, it became nearly impossible to level them later in the game. Is ESO like that? If I don't have certain skills on my quick-bar, do I miss out on attribute gains? Or weapon usage gains? Or do we all eventually have the ability to max everything we can out?

You can level up and max out any weapon, armor type, or skill line whenever you want. Doesn't matter if you start out leveling it when your character is new, or if you wait until your character is maxed out.
