Perhaps xp boost potions will appear in game with a one in a million drop rate. Would still fit ZoS' philosophy of money for time.
This is starting to sound like P2W.

So, what do you get as an ESO Plus member? Let’s go over the benefits:
A 10% bonus to XP and gold gain, crafting research, and inspiration
While you’re a member, you’ll enjoy faster progression thanks to the helpful buffs to XP, gold, and crafting, and you’ll be able to access any DLC game pack that’s available.
Reading this, players with subscriptions are going to be the ones with an advantage
Guess if they introduce XP boosts to the crown shop, you'd pay for them with crowns. Either with crowns given for being a subscriber prior to the Tamriel unlimited release or you'll need to buy crowns using a credit card.
As someone who still has sub time until September, I hope not. These should be there to help non-subscribers close the XP gap between them and subscribers. My guess is they will stack though. Will it stack with subscription xp bonus?

Well yes, subscribers are the first to be co-opted into ZoS' new "philosophy".
I'm sorry. I really don't want to be all negative, but I'm very suspicious of this "philosophy", because it can so easily be stretched to outright P2W by selling otherwise very rare/hard to come by items in the crown store (theoretically only saving time").
On the one surface, its message is "trust us, we won't mess up the game", but the wording is chosen so they can do pretty much anything and still say "we never said we wouldn't".
It seems like a clever divide and conquer PR move, but the unwillingness to draw firm lines is the loudest message it sends.
How about the Store has two prices, in crowns and gold, other hybrid MMOs do it perfectly well.
