New vamp Drain Accelerating Drain is still broken in 1.6.2

The new vamp skill Accelerating Drain is still broken. I submited a bug report when 1.6 pts first came out but its still broken after 1.6.1 and 1.6.2. Either they haven't got around to fixing it yet or ZoS thinks its a working skill. Really excited for this skill and would like to see it working properly.
When using the skill, the animation works giving you a windy trail but there is no noticable gain in movement speed. This skill is suppose to give you 40% increase in run speed just like rapid maneuver and dehibilitate, but it isn't even close to the same speed if any speed bonus is given at all.
Such a great concept and I hope it works when it goes live. If anyone can get this skill to work please let me know. If not please submit another bug report. Perhaps if enough reports get in they will realize they didn't fix it at all. They might not even know it's broken because the animation works.
My eyes can be deceiving my it would be great if other people can test this skill and give some input if it works or not.
