questions about console

I apologize ahead of time if its been discussed I couldn't find it anywhere few questions regarding console release?

1. Are the factions going to be the same as far as if I want to play with friends we all have to be in same faction? curious as to this will get annoying quick if we all have same race.
2. Are pc transfers happening at launch? curious if pvp is just going to be pub stomping until console players lvl up because im new to pc eso but I see players already talking about it in chat.

I only ask because because obviously we all want to lvl up together and also if pvp is dominated early by pc transfers pvp will get old quick. I will appreciate any feed back.

1. Same rules as on PC. Console pre-orders come with the Explorer's Pack too, so not everyone will be the same race.
2. There's a non-vet campaign, Blackwater Blade, so new players won't have to play against PC VR14. ZOS might create more such campaigns. But still, PC players will have the advantage of experience, so I expect them to dominate Cyrodiil if not by sheer power, then tactically.
