Below is the response from CS about the current LFG tool. From what I've read on the forums, people think the tool is broken, but from the response it seems that it's not "working" because not many people are using it.
Personally, I think it's a combination of the 2. A few weeks ago I got into a group with someone when I selected the "world" option for Craglorn. But I've never got into a group after that using the LFG tool.
I know some people, like the CS person in the reply below, will say that you should just use /zone, but for players like me, I don't like the added expectation and pressure of joining a group from /zone. It feels like if you mess up and die, everyone will blame you and it just gets awkward from there, which is why I prefer the LFG tool.
Question: If the LFG tool was more accessible, noticeable and you knew it actually worked, would you use it?

There are plans for this feature to be improved in the upcoming updates.
I have found that is better to search out players looking to do public dungeons by seeking them out in /zone chat.
