I was looking into the Justice System idea, and was thinking to myself, with the Justice System I think they COULD implement a Thieves Guild. And with players getting bounties put on their heads by the guards / cities, they could also implement that into the Fighters Guild Bounty Hunting.

Allow for PVP bounties where the players go after other players that have outstanding bounties with their faction, or even other factions, adding a mercenary feel to it that the guilds are supposed to have anyway, with them being non-faction specific.

I do understand that there could be issues where v14 characters have the highest bounties, or a v14 player gets a bounty on a lower level character, to counter that they could put in level restrictions with hunting other players only allowing say a -2/+2 level difference, or even the War system of leveling you to your target if you are far below them, or to high above them.

    This is the point of Cyrodil today....
    I believe the Justice system is really at its core a PvE system.

    IF...they ever add in the talked about other player involvement then perhaps your idea makes sense but this would turn the PvE zones into PvP which then only makes sense if another faction and travel and interact with any other faction from levels 5 - VR14.

    Or rather I should say the current faction players are turning against their own faction due to crime so eventually they "should" be kicked out.

    The thieves guild concept has always seemed like a anti-governing decision of the underground....but because TESO has factions, I just don't know how this fits and not have a cause/affect on another faction.

    It sounds like a completely new game...

    1. The Thieves Guild is already in the works. ZO has always been clear about wanting the Justice System to be up and running before adding that or the Dark Brotherhood.
    2. The PvP portion of the Justice System is also in the works. They specifically mentioned in the 1.6 preview that they are keeping the system PvE-only for now to make sure that the thieving/killing side of it is working correctly. In the future, players will have the opportunity to be guards.

    So yes, your idea is so cool that it's already been in design for quite some time.

    The justice system at its core is a sandbox element. They mentioned a pve phase first then implementation of pvp.

    In Baldur's Gate, if the player messed with the towns folk, their overall reputation would be affected, effecting future npc interactions, cost of living, what kind of quests are available. And if it was really horrible the Flaming Fist would come out and beat the player into submission. That's sandbox in a themepark done well. Is that not similar to how the justice system is now?

    How about if random npc bounty hunters appeared before fugitives out in the wilds of Tamriel? Of course all the fugitives would have to be placed in their own phase as unsuspecting upstanding party members might be drawn to the dark side if a fight breaks out.

    There might also be a possibility of secret quests from some daedric prince like Sheogorath... might as well call that the cheesemonger wheel of misfortune questline.
