I decided to do some testing on what the numbers actually mean.
My test was conducted on a VR10 Boneshaper Clanslayer in the Rift.
The character used was a VR14 Redguard Dragonknight template.
Its base damage light attack is 1576
Below is the spreadsheet of the test.

10% mitigation = 6500 armour (roughly judging by the results)
Therefore, 1% mitigation = 650 armour
Therefore,
Mitigation = Armour (on character sheet) * 0.001538
Therefore for 50% mitigation (ie. hardcap) = 32510 armour (roughly)
Remember, that calculation is based off of one mob and its using that 10% mitigation is 6500 armour.
