Do developers really listen to feedback and make changes?

I've never seen it happen, personally.

Many of us have been trying to get a comment about the change to Orc and Redguard armors for more than a week. At least three threads between PTS, General, and the blog thread. No response. The armors will go live as they are regardless of feedback.
