Why?
You should not be able to wear disguises in PvP. You should be able to look at someone's armor and gain some information from that. As it relates to the Crown store, you should be able to buy cosmetic items, but there should be some limitations in which cosmetic pieces you can wear (e.g. if you are wearing a light piece of chest, you can choose cosmetic chest pieces that still look light).
What if I wear a disguise because my malubeth helmet is ugly as ***? (And not because I want to hide the fact that I'm wearing this helmet)
My concern is legitimate. I want to wear these OP undaunted helmets, but I don't want to look ugly as *** while wearing them.

You can turn off your helmet graphic. I turn mine off to make the set I'm using less obvious. Plus I didn't design a character that shares my dashing good looks to be hidden behind some ugly helm/hood.

Yes, it is part of the game. And it's not just the difference between armor weights. The malubeth, bloodspawn, and engine guardian sets are all very powerful in small scale combat situations. I wander around solo all the time and having a disguise is very helpful. The unsuspecting ganker will be surprised when he sees the malubeth beam go off.I can see that the unknown is part of the game; you don't know how tanky someone is initially. That can be an interesting component to the game; but I still feel that armor shouldn't be deceiving.
Honestly whats the point of costumes if they cant be expressive? Its not gonna happen in AA/HellRa/SO. "Lets stack and DPS","but you wont see my costume(((" or any other PVE. Its just not as expressive to see 10 jesters AFK in rawl'ka. In PVP, I'm gonna want to express my character and my costume if I choose to wear one or use it to conceal my sets (they can be ugly or I just want to keep what I use a secret #lol).
Anyways, I'm not gonna get mad if some stubby wedding dressed argonian kills me, it might give me a good laugh.
