will you get a bounty on your head if taking a motif book from desk etc, as that is stealing and will it be classed as a stolen item that can only to be sold to fences

Any item that is taken from an owned furniture or object, will be considered stolen. You can launder these items to fences, or sell them to if you wish, and once it has been laundered it will not be considered a stolen item.

Yes, I stole a motif on the PTS last night. You only get a bounty if someone sees you do it, so you can still loot cities without too much of an issue.

Items you steal are not usable though until they are "laundered," which you can do at a fence. The laundering fees seem pretty high, probably not worth it for most items.

This, except I was able to use a motif and learn the style without laundering it first, same with provisioning recipes.

Also you can wear armour you steal before laundering it but if you get caught by a guard while wearing it, it will be confiscated.
