I'm sure it's not perfect. There are some issues like being out of gold and unable to pay your bounty off.

Example:
So I was unable to pay my bounty because I had no gold in my bags. I let my reputation cool down so that people would talk to me and went into a bank in order to draw funds to pay my bounty off.
I was approached by a guard asking for my bounty before I could get close to the banker. I tried to explain that I would be happy to pay my bounty if she would just let me withdraw some funds.
No luck. When she realized I didn't have any gold on me (conversation timed out) the wench attacked and killed me. So there I am on the floor. Dead. No gold, and an even higher bounty then before. Hmm. What to do?
I can't get into a bank w/o a guard seeing me. Or can I?

So I went to a smaller town with a smaller bank and was able to get past the guards, talk to a banker, and withdraw enough gold to cover my potential fines in the future.

Should there be a bank in the outlaw dens? Maybe. Perhaps with a withdraw fee.

The NPCs sometimes flag you with murder even if there is nobody around to hear their screams or witness the crime. This usually happens when you kill them after they freak out and start screaming when they catch you pick pocketing them.

Is that slightly busted? Should you be able to silence an outraged citizen if nobody is around to see or hear it? Probably.

But man is it fun! I've never had so much fun on my Nightblade as I am having now. She has never felt more like the rogue I wanted her to be than she does now. Sneaking around cities, outrunning angry guards, hiding in dark alleys.. It's totally addicting.

Is it perfect? Maybe not. Would PvP spice it up some? Probably.

But I am loving it either way.

    Go to Cyrodiil to withdraw funds from the bank. There are no guards here demanding you pay a bounty.

    hold on a sec - I'm just asking, cuz I haven't tried it out yet. If you can't pay a bounty and the GUARDS KILL YOU...YOU COME BACK WITH A **HIGHER!!** BOUNTY??

    really? is that how it works? that seems...absurd

    but otherwise, I'm glad to hear that the beginnings of the justice system are intriguing...

    Someone was around to witness it - they were just in stealth mode :) Most likely because they were planning on pick pocketing your victim themselves. Then they see the mess you made, realize you're not part of the guild, realize this could bring some heat down on the guild as the guards investigate this murder, and naturally rat you out to the guards. Heck, these guys probably have an arrangement with some of the guards - they rat out non-guild criminals, and in return the guards turn a blind eye to certain guild activities.

    Or it's just the way the game mechanic works, intended or not :p

    I had a bounty for stealing and refused to pay. The guards killed me and the bounty was removed. My status was back to 'upstanding'.

    thanks for following up on that - the previous post I quoted might have missed some key detail in the storytelling that would have made the situation more clear - I'll check it out myself sometime this weekend when I finally have some time to play

    If you have enough gold in your pouch to cover the bounty when they kill you, they remove the gold and any stolen goods you might be carrying from your corpse, therfore the bounty is paid and you are returned to upstanding.

    HOWERVER, if you do not have enough gold in your bags to cover the bounty, then they kill you anyways and you res with a HIGHER bounty because you chose the "flee" option by default, so your bounty goes up right before they kill you and since you don't have enough gold on your corpse to pay the bounty, it remains intact. The bounty is only cleared when you die if you have enough gold on your corpse to cover it.

    Which is why it can become a vicious cycle and why I had only a few options at that point.
    1. Get out of town and wait for the bounty to drop before trying to talk to a banker again. (It slowly drops over time)
    2. Go kill mobs/farm gold and sell items at the fencer.
    3. Go find a bank with no guards (which I did)

    Or, as we now know, go to the Cyrodiil Banker.

    When the guard kills you, they also attempt to take gold from you to pay your bounty. Cyrodiil is a good place to lie low. There's no Justice in war! >:)
