You're misreading it a little. You should be able to trip it by stealing a full 7pc suit of armor, and then getting apprehended.

I don't know if it counts weapons or jewelry in that calculation, but it should be easy enough to get stuff for those slots if that's the case.

Actually, it's 7 pieces of stolen garb, armor or clothes. Just equip all slots with stolen items and get caught. Does not include jewelry.
