Will the VR be removed from the game before console launch?

There is still a chance that the VRs are removed from the game before console launch. 1.6 will probably be released at the end of February, or at the beginning of March, and the console launch is scheduled for June the 9th. So there are still some room for a last patch to remove the VRs.

But will this ever happen?

Don't count on it.
In fact, don't count on anything promised before this week. If any previously promised/stated content does actually appear. prepare to pay cash for it as DLC.

TBH if VR still exists when the console release happens there's going to be huge confusion and uncertainty among new players as to what they're supposed to do: if I were in that boat I'd not be at all happy being expected to play content that is already on death row, what a waste of time that would be.

Thing is, we don't know what replaces it, ZOS have been entirely silent. Nothing they've said about CPs hints at all about the post-50 game experience when the VR concept disappears.
