this is a slight problem in eso, and one of the thing that keeps people from playing with one another, there are so many quests in so many areas and once you complete it you may never repeat or help anyone in it ever again.
for obvious reasons this prevents grouping. someone needs help on a quest (friend, guildy, random person in the world) and you being the nice person you are volunteer without question to help. . .then it turns out its a quest you already did and there is nothing you can do to help. . .hmmm.
my proposal I think solves some issues with grouping so please hear me out, and if you have any other solutions let me know.
1) you cannot repeat your own quests, but you may join another persons version of the quest. everyone chooses their own individual outcome (as you do now, kill or save so and so or what have you.) but it does not actually change after the first time you did the quest (or it could auto select the answer you chose the first time) for example:
you complete the crafty larisa quest on stros mkai, you choose to give the antidote to the person and your game changes slightly based on your answer. but what this? a guildy is having trouble so you decide to help. you group, they share the quest, and you have it again, they decide to kill off the other captain, this is obviously different from your decision. but it does not matter, when the quest completes you are returned to your instance with the decision you made, and them to theirs. tada.
2) a proper lfm tool. with the above version of instanced questing you can have an actual lfm panel, where you choose the quest, a level range, and your own bit of fluff text, with a layout like:
1- (insert quest level range), (insert quest name), (insert fluff text)
2- level 5-7, southpoint beacon, lf1m healer and go.
3- level V10 - 14, aa, 2 more dps and healer and go.
etc.
etc.
as far as xp goes if you feel repeating a quest for xp is a problem (quest grinding) you could always have a repetition penalty if a quest is repeated to fast that decays over time, say 20% less per time that decays every 12 hours or something like that.
