As I understood it that will be the start but eventually Xbox One will be upgraded with Windows 10 and be able to play PC games.

Thats what I figured. It would be like Steam in home streaming. While I might be playing it on my laptop, it's actually being run by an XBox One streamed across the network.
You don't understand, this is a technology problem it's about Microsoft's demand to control how software publishers can use their system: only Square Enix was able to give M$ the finger and were able to let PC and console players play together in FFXIV and that only happened because M$ were desperate to break into the Japanese market .. ZOS failed abysmally to persuade M$ to let them do the same.I've been reading up on the Windows 10 announcements over the last few days and I find the Windows 10/Xbox Integration plans pretty interesting, especially for an MMO. The upcoming toolkit will allow for Xbox One and Windows 10 players to play together. Fable Legends will allegedly be the first game to support it.
It would be a ways down the road but we could eventually see ESO gain this integration. I think it would create a fairly large debate as we don't know how it will pan out on the tech side yet but it's an interesting theory.
I have to disagree with the statements that this announcement is merely for streaming between devices. While that was one announced feature, Microsoft also explicity announced cross-platform multiplayer. I've copied a link below and there's also a video on there explaining it. PC players will eventually be able to play multiplayer with Xbox players.

Based on reading the announcement info available it sounds like Microsoft will be starting this off as first-party tech while they hammer out the details then will later let third-party publishers give it a go. No time table on anything yet and Fable Legends is still in development so who knows.
@UPrime Excellent point but this tech will probably be at least a few years out. By that point ESO patches will likely have slowed down and it might be feasible that console and PC run on the same version.
As for the corporate greed arguments the only thing I can say is this: they own the technology so it's their call. Personally, I think opening up cross-platform multiplayer encourages a bigger player base to sell DLC and other content to but I don't know enough about the industry to weigh in on the politics.
I do think that there's enough PC v console bias and lag worries between the systems that player feedback might be problematic especially for PvP in an MMO. That said, Final Fantasy does seem to show that the tech hurdle can be overcome. I think it's an interesting concept overall and I look forward to trying it out in the future.
