Mages Wrath & Storm Calling

Looking for help with mages wrath. Currently going through the process of leveling skills in the storm calling line.
My mages wrath is stuck at level 4. Storm calling level increased from 38 - 41 during this time. Two other abilities advanced to level 5 (critical surge & lightning splash).
Do I need to hit storm calling level 42 & beyond before being allowed to morph mages wrath?
