New model B2P but maybe P2P?

Obviously this is a Buy to Play model but, there is one thing that really shouts at me; and that is the specifics with DLC. ZoS explains that those with ESO Plus will have access to the DLC, and if you no longer pay for plus you will keep the rewards/items from the DLC but won't be able to play it. They say nothing about non-plus players having the chance to buy it.

So now the question becomes did ZoS just leave that info out, or is the new model just a hidden subscription plan?

From what info we have available, for veterans ESO will stay relatively the same. They will simply keep subbing, getting some added bonuses, and the game will grow. The one difference, being rather major, would be a hit to our community; and the changes that should/will cause. But that's a different topic so I'll save that for a different thread.
