Change To Mounts Needs More Explaining

Currently you build your Mounts up through daily purchases of food that gives the mount points in Speed, Stamina or Carrying Space.
Many people have turned to utilizing more then one mount so they can utilize Carrying Space during PvEing and Speed/Stamina during PvP. I myself am one of these players.
Maybe Im mistaken here but the change is that these things will come with a new Riding Mechanic.
Im curious as to how this will work. Will this Riding Mechanic be level based like other skills in the game? If so does this mean with each level we choose where to put points for Speed, Stamina, Carrying Space? Does this mean regardless of which Mount we have that the points will be in the same place as the Mount before? Will we be able to put the points in each Mount as we see fit as we have the option now?
And what of those who have spent gold day in and out to level these Mounts up. How will that factor into the changes? How will this change effect the current Mounts and their distribution of points?
