PC to Console Account Transfer?

Now that they've announced the game is going in the toilet, I would get some small satisfaction out of this sinking ship by transferring my V14 to Console for the first few weeks of release in order to grief console nubs for lulz.
Is that possible? Does anyone know how that works? Do I need to pay full retail for console? Or can I just transfer my PC version to PS4?
