Should i get a vr14 sett before the remove vr ranks?

No if anything they will change the ranking systems to correspond with new armour ranks, they will think of something

get a VR14 set. Veteran equipment will receive things like extra power when vet ranks are removed

I wouldn't worry about it. I believe vet ranks are still there for patch 1.6 (which probably won't go live till mid Feb) so you may have several months of vet tanks being around. Gear gets adjusted all the time, trying to plan out what will fit 6 months from now is almost impossible.
